For all of the following procedures, you must be logged in as a user with the JIRA Administrators or JIRA System Administrators global permission.
By default, users with the Project Administrator role have permission manage testing settings. However, you can define a restriction and enable management only for the users in specific groups or roles.
1. Head to Test Management Global Settings by clicking on the gear-shaped icon, located on the upper right corner and then on Test Management
2. On the Administration section, click on Manage Projects.
3. Click On or Off to enable or disable Project Management restrictions.
4. Add groups or roles to define which users manage Test Management project settings.
