In order to disable all Forms for Confluence related popups globally you will need to navigate to: CONFLUENCE-URL/admin/darkfeatures.action, for example https://www.adaptavist.com/confluence/admin/darkfeatures.action
Once on the dark features hidden page, scroll to the "Enable dark feature" field and add the following: com.adaptavist.confluence.forms.disablepopups
