The Plugin Licensing Manager is now obsolete. All apps now go through Atlassian's UPM.
We’ve recently been working to update all of our Confluence add-ons to be sold via the Atlassian Marketplace and provide the most convenient method of purchasing and licensing our add-ons. With the latest release of Community Forums and Survey for Confluence, you can now obtain licenses for all of our add-ons from the Atlassian Marketplace.
This will provide a number of key benefits, including helping to simplify both the license management and procurement process for customers of our add-ons.
These changes will also enable us to continuing delivering the highest quality of service and products and focus on creating value for all of our customers.
We currently offer Dual Licensing for both our add-ons (Community Forums and Survey), that is you can currently license the add-on using either the Adaptavist Plugin Licensing Manager (PLM) or the Atlassian Universal Plugin Manager (UPM), so long as you are using PLM 0.7.2 or higher. The licenses generated by either of the licensing systems will be recognized by the add-on and will provide you complete access to the add-on functionality. Please know that although you can continue licensing Community Forums and Survey for Confluence until the 1st of May 2016, we would recommend that you move to use Atlassian's licensing system, the Universal Plugin Manager (UPM). If you currently hold a valid commercial or academic license for Community Forums or Survey and wish to switch to the new Atlassian Universal Plugin Manager licensing system, please follow our recommended steps below.
Make sure you have a following version for each add-on (or higher)
Please ensure you install the Plugin Licensing Manager v 0.7.2 first before you update Community Forums and/or Survey.
Please note that although in the older versions of the add-on the update button appears as "Paid Update". Clicking on it will not incur any cost, it will simply update the add-on at no extra cost.

Your license details will be reflected as below:
Within the Plugin Licensing Manager section, the license will reflect as licensed.
Once these checks are complete you can proceed with license migration.
You have now successfully migrated your licenses from Adaptavist Plugin License Manager to Atlassian Universal Plugin Manager.
