User Permissions Per Issue

A JIRA Plugin that allows permission schemes to be configured per issue type. This allows Admins to specify that certain users/groups are not able to create/edit/view particular issue types within a project. Currently, when a group has the permission to create an issue, it can create all types of issue. This isn't always appropriate, say for for example, if you have an external client you might want to limit their access to creation of only bugs, features, or custom issue types. It also means a user is no longer overwhelmed with the range of options they can choose when creating a ticket.
