Watches not working - Solved

I'm running builder 3.3.0 stable on confluence 2.7.3. {builder-watchicon} won't do anything, compound menuitems with the destination of watch or watchspace wont do anything either. Why might this be happening?

Update: This was because on our dev environment the mail servers were removed..
