Missing user and group management

We are using Theme builder 4.2 , and Custom Space User Management Plugin — C.S.U.M. Plugin Development Team, to build a template for a space but it take out the function of user and group management from "Edit menu then "administration" menu. If using the default template then the "users and groups management" function would work just fine? Any help would be appreciated.
