A "Cluster" license enables you to run the plugin on a single cluster (any number of nodes) with unlimited users (so caters for both Confluence Enterprise and Unlimited clustered environments).
A "Site" license enables you to run the plugin on any number of Confluence installations, including clusters, of any size and with any number of users within a single organisation.
