All Comments in Confluence can be linked to both within Confluence and also from external websites and emails.
Full URL Links
Using the example comment on this page as an example, the URL to the comment looks like this:

The comment URL is found in different places depending on Confluence version...
For Confluence 2.4.x and above, it's the link associated with the comment date:

For Confluence 2.3.x or earlier, it's the "Permalink" link:

When you click the link the page will refresh and you'll see the comment highlighted indicating it's the selected comment. You can then copy the URL from the location textbox in your web browser.
The URL can be used in any wiki page by simply pasting in the URL (see External Links) and also external websites and emails.
Internal Links to Comments
If you want to link to comments from within Confluence, it's generally better to use the specific wiki notation for comments as it gives much cleaner looking links and more flexibility:

The number is taken from the URL to the comment, as disucsed earlier, prefixed with a $ (dollar) symbol.
If you want more control over the way the link looks, you can extend the notation as follows:
[Example comment|$5799956|Click here to select the example comment]
The link consists of three parts:
- The first part of the link, Example comment, is the text to display on screen
- The next part of the link, $5799956, is the numeric part of the comment URL (see Full URL Links earlier) prefixed with a "$" (dollar) symbol.
- The last part of the link, Click here to select the example comment, is the tooltip to display when the mouse is hovering over the link.
Hints and Tips
Unless you specifically want to link to a comment, it's generally eaier to link to the page and allow the user to browse the comments at their leisure. For more information see Linking to Pages and Linking to News.
